The 'encumbrance' figures in BG iirc represent what an individual with that strength score can pick up and carry without staggering around (5 feet per round max)... if you actually lug around your max, you're at a heavy load. In 3rd, there were pretty harsh penalties for a heavy load, so you tried not to do it unless you already wear heavy armour.
Minsc by the rules iirc should be able to bench press or military press ~320lbs, which is a ton of weight, but not truly that exceptional. Hence the stats not correlating very nicely, but tossing in 'able to walk around with 300lbs' does seem pretty exceptional.
