Feel free to add/correct any Perks in the comments, especially the increases at higher Tier levels.


Adrenaline - While below Half Health, Stamina costs are reduced by 30% (50% at T2, 70% at T3).
Ambusher - You do 20% (30% at T2, 40% at T3) more damage vs. enemies at Full Health.
Assassin - Your Melee Crits do 30% (45% at T2) more damage.
Battle Charge - You gain 30% (45% at T2, 60% at T3) Physical Defense while sprinting.
Blacksmith's Blessing - Upon gaining this Perk, a Rare Weapon (Epic at T2, Legendary at T3) is spawned in front of you.
Bounty Hunter - Enemies you kill have a 20% chance of dropping 2 (3 at T2, 5 at T3) pieces of Treasure.
Bow Mastery - You do 10% (15% at T2) more damage with Bows.
Combat Veteran - Killing 5 enemies grants you 1 (+1) permanent Max Health (stacks infinitely).
Curiosity - Upon gaining this Perk, a Rare Trinket is spawned in front of you.
Deadeye - You gain 10% (15% at T2, 20% at T3) to All Attack Attributes on Headshot (5 max stacks). You lose all stacks once you don't get a Headshot.
Dirty Fighter - You do 30% (40% at T2, 60% at T4) more damage to Bleeding or Dazed enemies.
Divine Healer - You revive allies in 7 seconds (5 sec at T2) instead of 10.
Fire Attunement - You do 20% (30% at T2) more damage with Fire Effects.
Giant's Heart - You gain 50 (100 at T2, 200 at T3, 400 at T4) Max Health, and heal 75 (150 at T2, 300 at T3, 600 at T4) HP.
Glass Cannon - You do 75% more Damage, but your Max Health is reduced by 50%.
Hunter's Soulbond - When you kill an Enemy with a Critical hit, restore 15 (20 at T2) Stamina and 15 (20 at T2) Mana.
Ice Attunement - You do 10% (?% at T2) more damage with Ice Effects. Chill & Frozen Effects you inflict last 50% longer.
Jeweler's Insight - Upon gaining this Perk, a Rare Trinket (Epic at T2, Legendary at T3) is spawned in front of you.
Let Fate Decide - You gain a Random Tier (current + 1) Perk.
Mace Mastery - You do 10% (+?) more damage with Maces.
Mage's Moxie - You have 40% (60% at T2, 80% at T3) Mana Regeneration Speed.
Nimble Blade - You gain 20% (25% at T2) Melee Attack Speed and 30% (35% at T2) Stamina Regen Speed.
Opportunist - You do 20% (30% at T3) damage vs. enemies below Half Health.
Painsmith - Damage Over Time effects you cause do 75% (125% at T2) more damage.
Perfectionist - When you kill an enemy you gain 2% to All Attack Attributes (Stacks up to 10 times). You lose all stacks when you take damage.
Piercing Shot - Your projectiles can Pierce one additional enemy for 50% (100% at T3) damage. At T2 & above your projectiles also inflict Bleed.
Rallying Speech - All Party members gain +5% (8% at T2) to All Attributes.
Razor's Edge - While you are below Half Health, you gain 30% (50% at T2) to All Attack Attributes.
Reckless - Your Melee Power Attacks do 20% (30% at T2) more damage.
Rising Tide - When Struck, you gain 30% to Physical Defense for 10 seconds.
Ruffian- For a short time after you Dodge, your next Melee attack applies Daze. (Daze effects last 40% longer at T2)
Second Wind - When you exit Exhaustion, your Stamina Regen increases by 50% (100% at T2, 200% at T3) for 10 seconds.
Shrewd Negotiator - All Item and Shrine gold prices are reduced by 20% for you.
Spare the Dying - Allies you Revive come back with 45% (60% at T2, 75% at T3) Health.
Spellbook Mastery - You do 10% (15% at T2) more damage with Spellbooks.
Stalwart - While blocking, movement speed penalty is reduced by 50%, and blocking costs -30% (-45% at T2, -60% at T3) stamina.
Still Standing - Your Health regenerates up to 30% (45% at T2) of your maximum HP.
Swashbuckler - For a short time after you Dodge, your next Melee attack applies Bleed; T2: Your Bleed effects last 40% longer; T3: Your Bleed effects last 100% longer.
Sword Mastery - You do10% (15% at T2, 20% at T3) more damage with Swords.
