Stop Shifting the Save Game screen down 1 save slot

I don't want to be encouraged to make new save games each time I want to save. I just want to use the first save slot, the 2nd save slot, the Auto Save slot and the Quick Save slot.
It is incredibly annoying for me to have to scroll up every single time I open the Save Game screen to access the oldest save game slot. Especially because I save often. All 4 slots fit on the screen, there is no reason TO scroll down and show the first available unused save slot except to encourage making 100's of saves which is not what I want to do.
An compromise between the 2 approaches would be to stop it automatically scrolling down and showing the first unused save slot, yet remember which slots you were last looking at when you last used the Save Game interface during that game session (You could have it scroll to the first available unused save slot once per game session this way too, so those that already have lots of save games will quickly start off looking at their latest save games).
