transfer save game between my two iPads

i have run into funny case today. i've been playing on my ipad mini a lot and synced it today with itunes. next i synced old ipad. the saves from mini appeared on the old one. however when i created a new save on the old one and syncd it first, then the mini, the new save did nit appear on mini.

do you know od an easy way to transfer ipad to ipad? both use he same apple id. funny that it does work one way but not the other way around.
