Title says it all tbh.
If in ToB, PC gets some equipment that is suitable to their class, why new characters in Heart of Winter are "naked"?

    You get 15k gold to buy your own equipment with.

    (In the original, you got 100 gold and started at level 1. The expansion was meant to be played with an imported party that was already equipped.)

    Plus now you can buy your own helmet (these weren't available in Lonelywood in the original). So things are better off :)
