    I don't do this kind of math every day, so maybe I'm wrong, but didn't you just convert a width of 3.048 meters to a volume of 3.048 meters³? A cube with sides of length 3.048 actually has a volume of 28.317m³.
    On top of that, density is measured in kg / m³, so do your conversions before division...

    So my own calculation:
    Mass: 15000.00 lbs = 6803.89kg
    Volume: 1000ft³ = 28.317m³ (our cube is 3m by 3m by 3m)

    Density = Mass / Volume = 240.28 kg / m³
    So in fact water is 4 times as dense.
