Minsc won't rejoin party

in Baldur's Gate II: Enhanced Edition
When I dropped Minsc I did not get the standard dialogue for leaving the party. He just stood there. I tried leaving the area and returning and he is still there but I cannot initiate any dialogue with him. I am in chapter 2 and it doesn't seem to matter where I reform the party.

Is there a way to fix that?

    Hmm...I removed all his equipment and noticed that he had multiple Boos and an item from a completed quest. Once I get rid of all those things everything worked again.

    I probably have too many mods.
