Losing Jaheira on ToB - The return of harper hold quest

Hi all,
When resting outdoors, a Jaheira's side quest is triggered and she is summoned to Harpers Hold, where I can not access anylonger on ToB.
The quest is called "The return of Harper Hold", which "Terminsel" character comes to talk to you

Any way I can avoid this? I tried summoning Jaheira with CreateCreature CLUA command, but not getting her with the levels I had before. Can I cancel to trigger that quest somehow?
