Does negative Intelligence modifier decrease skill points?

Say, with only 3 Intelligence (modifier: -4), how many skill points will a human paladin get when leveling up?

    The mimimum is always one skill point per level.

    Thanks. So with 3 Intelligence, human paladin get 2 skill points per level. Does 10 Intelligence (modifier: 0) make any difference?

    @Ian579 Paladins gain 2 + Intelligence modifier skill points per level, so a human Paladin with a 10 Intelligence will get a total of 3 skill points per Paladin class level after Level 1. Remember, humans gain 4 extra skill points at their first character level. Thank you for reading, and happy (healthy) gaming to all.
