[SPOILER] Got patrol leader's helmet for Phaere, Solaufein not showing up

in Baldur's Gate II: Enhanced Edition
I sent Solaufein back to the city, telling him I could handle the patrol. Then I got the helmet from the patrol leader. I went and wiped out the western tunnels. When I got back to the tavern in the city, Solaufein was not there. I was able to hand in the helmet to Phaere for the quest XP, but the journal did not update and there was no conversation to indicate what to do next. Was spending a few hours in the western tunnels a problem?

Is there a way to fix this other than going back to an earlier save?

    do you have any mods installed?

    No mods. Fresh install from Steam. I have used EEKeeper to add items to inventory near the beginning of the game.

    I was able to finish by going directly from the ambush to the Ust Natha tavern, instead of clearing out the Kuo Toa.

    When you get his piwafwi cloak, it will all become more clear...

    I don't know about a timer on this one, because it usually gets wrapped up pretty fast, but I do know I actually had to wait on Phaere to show up at the tavern after the beholder incident. Maybe sleep in the tavern first?

    is phaere still in the tavern or is she in the female's fighter society?
