[Feats/Question] Stop Combat Expertise and Rapid Shot from turning off automatically

I searched the forum and looked at the 2da's the latest update provided. But yet I didn't get an answer.
Is it possible, was it unhardcoded? And if yes, where do I have to change the right file?

Has anyone done this before?
