Triggering Neera’s quest

in Baldur's Gate II: Enhanced Edition
Hi I have gone to the bridge district and I cannot under any circumstances get Neera to trigger in the location that she is supposed to appear in. I have also tried to leave and come back. I also heard coming in from the south triggers the quest line......but after trying this multiple times It continues to drop me at the north entrance. Dorn will also not be in his intended location. Also playing on IPhone just to give everyone a heads up and the dlcs are purchased for all characters

    Even if you come in from the north, it should trigger if you walk away and come back to the entrance, and Dorn should always be in front of the radiant heart.

    Is it possible that you purchased the DLC, but didn't install it?
