Hooded Priest of Cyric Temple district?

in Baldur's Gate II: Enhanced Edition
I'm doing a BG to SoD to SoA to ToB playthrough including a bunch of mods and I found a Hooded Priest in the Temple district. He doesn't do anything except telling me that the God Cyric has plans for me. Is this part of a mod (see below for list of quest mods) or is it just vanilla that I haven't noticed before? He stands just nearby the sewer entrance SW of the temple of Talos.

Mods that I have (besides Tweaks and other fixes):
- I shall never Forget
- The White Queen
- Test your mettle
- Tower of Deception
- Tales of the Deep gardens.

Just curious if he's important or if it's just some flavouring.

    Definitely a mod. Vanilla just has a guard there.

    I also noticed him in my nodded install. It can only be I shall never forget, white queen or tales of the deep gardens. I might have tower of deception installed but I am not sure at the moment.

    I finished white queen (I think) but did not get directed there. I did not finish the others yet.
