How to use visual effects from console command as DM?

I previously recall being able to use visual effects by accessing console command while running the game as a DM.

Under the Chat I would type:
## (Command) (Visual effect number)
I thought it was, as an example,

## EffecttVisualEffect 351

but I haven't been able to replicate this. I think I'm using the wrong command. Anyone know how to do this?
