Blurry screen tearing issue

Hi guys, i dont know if this is a resolution ui problem or what, but when i move the screen with mouse or arrow keys, my screen tears with a blurry horizontal line in the middle because i guess frame rate? what can i do to fix this issue?

    Did you try the alternate renderer from graphics options? Enable that, exit and close bg2, and restart.
