Have you checked the options? Options -> Graphics -> Scale User Interface. (The in-game information says this will only have an effect at resolutions greater than 1024x768)
If that option is on and you're not seeing interface scaling, there's a problem. If that option isn't active, just turn it on.

Thanks but not referring to scaling (will edit my first comment) but to not using the full screen.
On Android HUD occupies let and right sides of the screen properly, but on iOS game desperately needs an update to support newer devices. Right now - on any newer iPad - it has big parts of the screen not used at all.

See photo attached. Red rectangles are unused parts of the screen, and game doesnt even enter the fullscreen.

OK, that's a better description. And it seems this is about aspect ratios, at least in part. The computer screen I play on has a 8:5 ratio (2560x1600 native resolution). Full screen works great at that ratio; the game was designed for it or something close to it. It seems your device has a higher ratio, which would require distorting things to fit ... or leaving unused spaces.
It might also be a case of "that's where we expect you to hold the phone, so we don't put anything interactive there". The side panels on the standard interface have lots of buttons, after all.

You might consider a UI mod designed for mobile devices, such as this one. That shouldn't have any problems with the different screen shape.
