Forest Area Does Not Load When Using Cliffs

I'm trying to lay down a cliff area in a Forest tileset, but if I add cliffs or a Cliff Feature or Group, the area will not load.
This happens with all of the Forest tilesets - Forest, Forest Facelift, and CEP Forest.
The Forest tileset area load just fine otherwise. Why does the area not load when Cliffs are used in the terrain?

I just tried opening an area in the toolset that has cliffs. It loaded fine in there, but I didn't try adding more yet or going into the game yet.
Check your override folder (maybe reinstall stuff there, or try it with it empty)
Check your haks if you are using them (maybe reinstall them)
Check your video card drivers
I think mine issue was with the forest facelift specifically, the steps here are just basic troubleshooting so wont hurt.
Unfortunately when I was fixing it I did all of these things at the same time, so I don't know exactly what the problem was for me (but it fixed it).
Because the Forest tilesets that use cliff terrain work in a PW that I play on, I decided the bug had nothing to do with my computer or toolset settings. That left haks in my module as the most likely issue.
I've very recently added haks and overrides, so reinstalling wouldn't change anything. I decided to create a module, make sure the basic game module tilesets work, and add haks starting with CEP 2.71 and go from there. I added the additional custom tile haks that I use (I'm very fond of Worm's tilesets), and I discovered that his Dense Jungle tileset screwed with the Forest tilesets regardless of its placement in the hak order. I'm not totally in love with that tileset, so I tossed that and everything works as it should.
At least until the next problem arises.
