Do items unique to SOD carry over to BG2EE when importing a new game?

For some reason my Crown of Lies didn't carry over but vanilla items from BG1EE such as Varscona did, so that just made me wonder if this is generally how items unique to SOD work. I also tried to create a new Crown of Lies in my new game in BG2EE with console commands, but it didn't recognize the item code and just gave me an error, so maybe the items aren't in the BG2EE in-game item database at all?

    Your assumption is right. Using those items can only be done by mods.

    My understanding is that several (not all) SoD items do carry over. But, they are not available immediately in Irenicus' dungeon. Instead they are scattered throughout the game world.

    AFAIK thats not the case, but I‘m not 100% sure.

    Sometimes the carryover can be buggy it seems. One time I wanted the returning dart Biter for an assassin, but it was not sold at the halfling night merchant on Waukeen's promenade. Other items transferred ok. I restarted with the same save game and voila Biter was in the merchant's inventory.

    This is correct. The items are spread throughout the game world.
