FPS issues

Haven't seen anyone else post about this but when there is a lot of magical effects on screen I am getting serious fps issues. Such as when casting magic missile it seems to animate a few frame or two then pause repeatedly over the course of 1-2 seconds. The whole game seems to do the stuttering. Running off a gtx 580 i5 3570k 16 gb ram and off an ssd. I'm pretty sure my hardware is up to it.
