"smart" water effect

The current one in BGEE is the same old pixelated one.

    Agree. Although the dots mesh well in that comic book kind-of-way with the new cutscenes. Which I don't like neither, so. :)

    here's the white dotted pattern I get on water in shadow even at max zoomout

    Yeah, I guess it is the effect of the bicubic interpolation. So it isn't buggy just ugly.

    You said it's maxium zoom out. You mean you used the wheel for zooming out, or is it the default setting? (the one you got by clicking on the wheel) If it is the former than it is normal, it's called scaling artifact. If you have dots on default (1:1) than it is a bug.

    Oh thanks, it's a scaling artefact, what a shame

    still, I am grateful for the ability to zoom, what a great addition to the game

    Still, water should be improved.

    @kungfuhobbit That was referring to the waterfalls, rivers and streams in the new BGII:EE content, not any changes to existing content.
