The Baldur.ini and its folder its created when the game its executed correctly. If your game crashes (Baldur.exe) just when you click in the icon, dont be worried about the baldur.ini. The problem is other thing.
I solved with this:
1. Updating my video controllers. 2. Right click to Baldur.exe -> properties -> compatibility. Try Win XP Service Pack 3 And "Run as Adminsitrator". Try another options, like Windows 95 compatibility, for example.
Compatibilty mode isn't the issue for those having this problem. Besides, an update of an old game should just work straight away on Windows 7 and 8, without having to use compatibilty mode. It's on Overhaul to fix that.
