EDIT: oh gosh my fault entirely. :( i forgot it did this in another save game.
Solved not an issue anymore

    Did you talk to him in order to have the tour before going to durlag's tower ?
    I had no problem with IKE myself.

    There is no one to talk to... he is just not there.

    He doesn't start in Durlag, did you talk to him elsewhere before going to Durlag?

    If I remember correctly, isn’t there supposed to be a guy who gives you a tour of the tower? I can’t seem to find him.

    (Disclaimer: I have a character script mod installed, though I wouldn’t think that would effect this thing, since the guy isn’t showing up at all.)

    Named Ike. And he is not normally at the tower, but elsewhere. This was already reported.
