Remapped "C" key doesn't work.

I mapped C to Stealth but when I press C with a thief (Imoen) it doesn't activate.

I have X mapped to Thieving, and Z for Traps, and they work fine.
When I click the Stealth on-screen button with the thief selected, it activates fine.
I've double-checked that it is mapped correctly in Assign Keys.
Mapping Stealth to to V works fine.
Why not C?

    Looks like c is bound to calling up the multiplayer arbitration menu and there's no option to rebind it, so it's probably not being checked for conflicts either. Maybe @Coriander could add that option (unless I'm just blind and missed it) or I could reorder the checks so that the arbitration is the last possible choice (which is a horrifyingly bad idea)
