The only way I know of is to go to your spell book, make sure you have a full complement of spells memorized for a given level, and then tap/hold/release each icon to get a description.
NOTE: Tap/Hold/Release will create a "click" action on the spellbook interface (selecting the spell for memorization) instead of "right click/inspect" if you do not have all of the spells in a given level memorized. Once you do have a full complement of spells selected for memorization the "inspect" action works.
