    I think Hobgoblins are bald and as such, don't have anything to scalp aside from bare skin.

    Which is terribly gross in and of itself, but the whole scalping bandits thing is already pretty questionable.

    I always wondered: would officer Vai see the difference between a bandit scalp and the scalp of, say, Noober?

    Of course. Shopkeepers know instantly if an item was stolen. :)
