[Multiplayer] Import: Statistics not functional

Intended: After enabling statistics only importation (Permissions-->Options-->Statistics), characters should be able to reassign everything in the Skills tab of character generation.

Observed: Attempting to do so completes the character sheet to the point of skills, with the skills tab shown as clickable. However, clicking the skills tab does nothing.

    It is impossible to import character's statistics only (without experience and items). The game doesn't response to clicking 'skills' button in the character creation sheet.
