Rasaad's quest map area (spoilers, duh)

I've done the parts of the ques in the city, and the Cloud Peaks area is on the map, but it's greyed out, and I can't get there! How do I access it?

    Go south from Nashkel Mines.

    No, that doesn't work. But I figured it out, I had to go to Ulgoth's beard to unlock it, for some reason.
