Not sure it'd ever really come into play, though. Half the appeal of Swashbuckler is the extra pips you can put in melee weapons and the 3 total you can stick in dual-wield.
I'm fairly certain it does apply. I will add that I think the other half of the appeal of the Swashbuckler is the AC bonus, which becomes very significant in BG2.
As usual, sandmanCCL is right. Dual wield pips are really important for thieves as your APR does not increase with level (as it does for warriors). If you're dual-classing to warriors, it's less of a big deal.
But they should, they lost a lot in thief terms and are already barred of get more than 2 stars in any weapon proficience (except dual wielding), their thac0 evolve as a thief also, so i consider this more a bug than needed.

The only thing they lost in terms of Thieving was backstab (which is a big thing I agree), while gaining a lot in terms of combat abilities with their THAC0 (which means that they're THAC0 is better than a Thief) and damage bonuses, increasing AC, ability to max two weapon fighting and getting +1 to hit and +2 to damage from specializing in a weapon. The way you put it its like they didn't already have a very large melee advantage compared to the other Thief kits.
If they have thac0 better than the average thief, that means their thac0 evolve as a fighter class? Increase AC is good but they're restricted to studded leather armor, no? If they coudn't max dual wielding would have no reason to pick them, besides, any ranger kit can do the same.
After updating to 2014 on my iPad I have noticed that my - lvl10 (base THAC0 16) - elf (-1 THAC0 with swords, scimitars included) - swashbuckler (+2 hit +2 dmg @ lvl10) - dual-wielding (2 pips in 2weapon style = 0 / +4 THAC0) - scimitars+3 ( 2 pips in scimitars (+1hit +2dmg) so -4 THAC0) - 19 str (-3 THAC0) - gauntlets of weapon expertise (+1 hit +2 dmg)
= 5 main hand / 9 off hand THAC0
But in-game the numbers shown both in the record and inventory window are: 5 / 11! I have tried multiple combinations, but still the +2 difference over what it's supposed to be remains. My guess ... the swashbuckler hit and (possibly) damage bonus does not apply to the offhand. Hope it's a bug and will be fixed in future patch. Anyone has the same issue? (by the way, also checked my cleric/ranger with 3 pips in 2weapon style has the proper THAC0 difference between main and offhand: 7/9)

That does sound like a bug! You should make a thread about it.
@rakanishu have you tried it out during combat? I remember there used to be a lot of issues with THAC0/damage values in the character/inventory screen being wrong, but the correct values were still being used in combat. Because the THAC0 display for the offhand was just recently introduced, it's possbile that it has a few bugs. Try enabling "to hit rolls" in the game options screen and look in the dialogue box during combat to see the rolls. They'll take the form: x + y = z. Look at the y values for both your main hand and offhand rolls. If there's only a difference of 4 between them, you know you're still getting the correct values in combat. But it probably wouldn't hurt to make a bug report regardless, if only because the display is wrong.
@TJ_Hooker thanks! in the rolls the to-hit bonuses are fine (difference of 4) so I guess the hit and dmg modifiers are also applied to the offhand and it's *only* a display issue.
Also checked the dmg (theoretically 17-24 both main and offhand) and was lucky to obtain a 24 with both hands in few rolls. So ... dmg seems to be fine too

Unfortunately only warrior classes get the +APR bonus from weapon specialization. The +1 to hit, +2 to damage are still nice though.
Their THAC0 progression isn't the same as a Warrior's, but their THAC0 will be better than the THAC0 of any of the Thief kits.
