Halfling THAC0 Bonus

I just noticed that halflings get a thaco bonus for using darts. Has it always been like this? I know the description for halfling says they get a bonus for slings and they do, but it doesn't say anything about darts. Is this a bug?

    May be a feature - as I recall Halflings are supposed to get +1 to thrown weapons.
