Mouse arrows in [interface] borders.

Current behavior:
Half the time, right and down borders don't change the arrow cursor to a hand and don't let scroll. Up and left borders continue to work.
Some other times, scrolling occurs before reaching the right and down borders. Up an left borders continue to work as expected.
Zooming seems to fix these behaviours.

Expected behavior:
Mouse arrow in all borders should allow to scroll (the same way).

    It happens after going back to desktop with the Windows key.
