Yes. The reasoning behind this is that it's very important to Minsc's, Jaheira's, and Imoen's character arcs that they were captured by Irenicus. And it's very important by exclusion that everyone else wasn't. It'd take way, way too much rewriting of characters to go ahead with a different assumed party, or no assumed party at all.
They are not allowed to change the original story, so yes. They could add one of the extra NPCs to be encountered at Chateau Irenicus, but I think that's unlikely.
The canon party doesn't make much difference anyway, since most NPCs tend to assume that you travelled with them for a time during the quest. Obviously the 6 person limit is a gameplay mechanic only anyway so there's no reason why in reality why CHARNAME couldn't have had double that companions at some stage.
Most likely the new NPCs will be like Viconia in BG2 original "hey CHARNAME, don't you remember me?" regardless of whether you never spoke to her in BG at all or if you quested with her for the entire game.
