[Bug?] Ransom from Elkart even without Eldoth & Skie?

[The stickied bug-report list seems to have vanished(!), which makes it more difficult to see whether this has been reported before or not.]

I'm not quite sure whether this is a bug or an intended behaviour, but it surprised me.

Observed behaviour: a day or so after recruiting Skie, Eldoth will announce that you can now collect ransom money from Elkart. However, even if you then dismiss Eldoth & Skie, you can still collect the ransom.

Expected behaviour: I thought it was meant to be a requirement that Eldoth & Skie must still be with you in order to collect the ransom from Elkart. But maybe not, perhaps the current behaviour is intended? Can anyone confirm, please?
