Scrolling left randomly doesn't work

Issue:
Scrolling left with the mouse sometimes doesn't work. Present in latest build. Really hard to reproduce, so it seems to happen when a map is loaded. Once it's there, it's there until you leave the map or reload.
What happens is if you move the mouse cursor quickly to the left, it goes from normal marker, to the gloved hand you get on the menus and stays that way. It seems to be "jumping over" whatever magical border that starts the scrolling. If you move the mouse slowly, it always scrolls and turns into scrolling arrow.
Expected behaviour: Always scrolls when mouse cursor is at the leftmost part of the screen.
Note: Running dual screen.
