Right-clicking to make an area map note usually doesn't work

1. Open the area map
2. Right-click on a location
3. Observe that nothing happens. Expected behavior: The map note interface should appear.
Holding right-click on a location for about a half-second seems to make it more likely it will function properly, but it isn't guaranteed.
This is an issue in both the released and beta clients.
