[not an issue] Ranger/Paladin casting levels, bug?

Not sure if this is a bug or intended, but paladins and rangers are casting at way below their actual level. I've not tested it properly, but it appears that they cast at (current level) minus (level gained spell casting (i.e 8 for rangers, 9 for paladins)). This is most notable when casting things like armor of faith and DuHM and kind of messes up my ambition for crazy DR% using AoF, hardiness and DoE!

Not a bug, it worked the same way in vanilla BG2, and also in AD&D 2e (the underlying P&P ruleset of the game). Rangers cast at a spell level 7 levels below their current level, while paladins cast at a spell level 8 below their current level (quoting IESDP).

Casting level reflects the expertise in magic which comes with experience of use, it would be very strange for a paladin/ranger to suddenly becomes as proficient in it as their priest/druid collegue even though they've never cast a spell before.
