Dagger of Venom's poison has a saving throw with a bonus?

in Baldur's Gate: Enhanced Edition
I noticed the Dagger of Venom has been reduced in power from BG1, which is fine since it was cheesy as hell before.
But does it also offer a saving throw vs poison with a bonus of +2 now?
I keep seeing enemies saving with a 22 instead of just plain 20, that's why I'm asking.

    It seems like a waste of gold now, especially since you can get a +2 dagger and shortsword for free.

    There's no save bonus. The dagger's attributes are the same in both games.

    Why exactly are enemies saving vs poison with a roll higher than 20 (21-22) though?
