"Cannot summon more creatures" in Watcher's Keep

My Dragon Disciple character, after completing the globe quest on Level 4, cannot summon Planetars inside Watcher's Keep. Before the globes, fine. Outside of Watcher's, fine. I think the problem started with the final globe battle with the two MONSTERS, but I don't have the save anymore. Is there something I'm missing? Thanks for your help.

    Ah, thanks! It slipped my mind that might be it! Now if I can only get Rasaad off his "I can't sleep" loop.
