Bug in item usability restriction for half-orcs

Setting bit 31 of the item usability flags should prevent items to be used by half-orcs. However, it doesn't work correctly in-game. The half-orc is listed in the unusable list of the item description, but he can use the item just fine.
However, setting the item restriction for humans prevents the item to be used by half-orcs as well, even though half-orc isn't listed in the item description.
This issue appears to be present in both BG:EE and BG2:EE.
