Ch3 - quest log empty and cant continue some quests

hey guys
so i have this empty log issue that im not sure how to handle, since it deletes all quests but some i cant continue at all.
for example: "the De'arnis keep has been invaded" quest which i had before paying the 15k to move chapters is in my log. - after i moved to chapter 3 the log is empty and when i go to the keep talk to the girl that joins me, quest updates and it works
but if i talk to neera in chap 2, the log updates and the quest goes on
if i do it in chap 3 she just says "yea?"
