pnp free action

I have bg:ee from steam installed. I recently upgraded my flail of ages to +5. Now my boots of speed: paws of the cheetah don't work.

I downloaded pnp free action but it fails on install. Can I get a total noob step by step on the easiest way to get the haste from my boots to work please? One guide said I needed WeiDu but that wouldn't install either.
