Flashing Red on World Map?

I have noted that from time to time when I get ready to travel that some locations on the map are flashing red. I can't seem to correlate this to any particular event or quest, and once I travel there, the flash goes away, and nothing in particular happens. What gives?

    Location icons turn red when the mouse cursor is over them. Could be there is some kind of hardware glitch going on.
