Town Crier - Hear Ye Hear Ye

I'm fairly certain that the town Crier should shout "Hear Ye, Hear Ye!" on his own accord.

Currently he is silent unless the player selects him.

Note: He is easily mistaken for an average commoner, regardless of his black clothes, unless he says "Hear Ye, Hear Ye!"

    He does but he isn't as frequent as he was in vBG.

    It also looks like he's been moved. Wasn't he originally placed standing next to the Beregost monument? That's a great spot for a special NPC... really highlights them. I thought it was a nice piece of stagecraft in the original.
