specialist mage memorization bonus/penalty?

Some older threads mention that specialist mages get a +-15% bonus/penalty for spells that are/aren't from their specialty school. Is that true?

(That may explain why my mages fail much more frequently than they should.)

Also, if true, how does this effect ultra-high INT: 25 with INT (with potions etc.) would still give a 15% failure chance?

    Yes.

    Yes its true. They also get +2 to their saving throws against spells of their school and enemies get -2 to their saving throws when you are casting a spell of your chosen school at them (this latter one is not reported in any manual but I've tested it and confirmed it).

    Hmmm... thanks. This has non-trivial implication for no-reload runs.
    No matter what you do (potions etc.) you have at least a one-in-six chance of failing to scribe a spell (if not in your school).
