  I believe if you talk to Rill and tell him about the plan to flood the mines the idea is that he'll get everyone out before the water floods in. If you don't talk to Rill for whatever reason and then you lie to the miner at the plug that's the evil path and results in needless death and I think a reputation hit as well (I don't play evil very often).
  
  That said, if for RP reasons you don't want to, you don't have to flood the mine to continue forward with the game. The death of Davaeorn triggers the end of the chapter so you'll be able to move on to the next parts of the game. You'll miss out on +2 to reputation and some experience you would have received from the miner at the river plug, but otherwise you should be good to go.

  And, if you're not averse to using console commands there is another way to get her out of there. Activate the "cheats," make sure you have no more than 5 characters in your party (leave one outside the mine temporarily), put your pointer over the cook and hit Ctrl-Q. She'll join your party and you can walk her right out and into the bright sun above. Then, remove her from the party and she'll remain safe, in the wilderness surrounded by giant spiders, wyverns, tasloi, bears... hmm... well, maybe you'll want to take her back to the Friendly Arm.

  Well i decided to role play that Montaron pickpocketed the keys from me and that he had to backtrack because he lost something important in the mines. So he was the one that gave the keys to the slave and demand the mines be flooded.

  As for the cook, she's the one who had "no time fer chits or chats," so it's her loss. Besides, who do you think carried all the cooking utensils and food ingredients back and forth for her? She probably drove those slaves as hard as any of their masters.

  Sometimes I flood them with the slaves still inside, sometimes they escape, depends on if I remember to talk to that one slave. In my recent playthrough oly my party plus the guy at the plug made it out. (evil)
