How to start Orrick's Quest in Ch 3?

I'm in Chapter 3 and have finished the Severed Hand and acquired the book that Orrick wants. I thought that I'd started the quest earlier, but it appears not. How do I fix this by resetting a global?

    You should be able to still follow through with his dialogue choices to get the quest.

    You'd think so, but things may be complicated by the fact that Orrick's store hasn't updated for me yet. I'm not sure how, or even if, the two are related, but I'm only getting options to leave or to buy from his store.
