  It does say in the description that it increases attacks by 1.

  Blem +2 mentions increasing attack by 1 however kundane +2 doesn't. Kundane +2 item description mentions it has a speed factor of 0 hence the question.

  Speed factor IS NOT equal to "weapon speed" in the sense it's used in many games. A better speed factor will NOT allow you to attack MORE OFTEN - that is entirely governed by APR, which is COMPLETELY INDEPENDENT of speed factor.
  
  The ONLY thing speed factor does is determine WHEN in a round you hit - NOT how often. A speed factor of 0 means you hit right away as a round begins, a speed factor of 10 would mean you hit when the round ends. That's all. Speed factor does not confer APR bonuses of any kind, anywhere, in any way.
  
  As for Belm and Kundane, both these weapons add +1 APR respectively - but ONLY because it's part of their magical effect, not because of some innate property of any kind. They are simply special that way, that's all.

  My understanding is that Kundane has always added the extra attack, but that earlier versions of the game left that bit out of its description. This is entirely independent of the weapon's speed factor.

  Yes, I remember that it was an error in the original game that Kundane's description omitted to mention that it gives +1 APR. This has caused questions and confusion before.
