Do enemies have to roll for their hit dice when you enter a zone on core rules difficulty?

Do enemies have maximum hit dice in normal mode?

    I believe most monster types have a set number of hit points that monster type will always have. While enemy characters have predetermined stats, levels and hit points.
    I *think* joinable NPCs are the only things that scale to your level.
