Getting Rasaad's quest to start in SOA

I think I may have messed up. I encountered Rasaad in Trademeet accepted him into my party but then promptly kicked him out thinking I would pick up the quest. I do a bunch of things then come back, put him back in my party and his quest will not trigger. Also, I do not have the quest in my journal. Any help on how to get this questline to trigger would be most helpful. Thanks

    I believe his quest triggers by taking him the the Gate district in the city... have you tried that?
