Spell lists/progression by kit

This is a request to externalize available spells and/or spell progression by kit rather than by class.

That is, allow modders to give each kit a unique spell progression (perhaps similar to the way that HP progression is determined, with a 2da similar to hpclass.2da that can reference user created progression tables).

Also, some mechanism to create unique spell lists by kit would be awesome!

    Absolutely! We want to be able to mod some kits as favoring low level spells instead of higher ones or vice versa!
