[Not An Issue] Sound effect and voice bug

Music and ambient works fine.
Voices and effects do not. I can get one or two characters to speak once or twice when I enter a new map or finish resting. It is the same with combat effects.

I have tried reinstalling the game but to no avail

Have anyone else encountered this ?
